Job Description
Role Purpose
To support the Senior Cost Engineer in all cost engineering aspects associated with the Drilling & Completions (D&C) portion of development projects.

       Health, Safety, & Environment
Ensure contractor compliance with the HSE aspects of D&C and project cost procedures
Demonstrate exemplary commitment to MP’s HSE goals and culture

        Project Cost Policies, Systems, Processes  & Procedures
Day-to-day checks on compliance with  the overall integrated project schedule and stakeholder schedules
Administer policies and procedures across the D& C development projects and the wider stakeholder and BU environment
Audit of internal and contractor/vendor policies and standards compliance to ensure that cost control processes comply with project and/or BU specifications
Continuous monitoring of  the contractor and vendor cost control management systems to ensure compliance

        Cost  Engineering
Provide expert level skills in the application of cost management and control for the D&C activities
Create and administer an integrated Cost Breakdown Structure (CBS) for the D&C activities.
Integrates the D&C CBS into the overall WBS and OBS
Provide cost engineering leadership in D&C activities, including external contractors, vendors, BU and key stakeholders
Manage, collate and review contractor and vendor documents related to the cost control function
Participate in the cost interface management process across all D&C related aspects of the development project
Provide overall cost engineering expertise and leadership in incorporating the recommendations of HSE related studies into the cost models.
Provide cost engineering expertise and assistance to the Senior Cost Engineer in terms of cost/resource/planning integration.
Provide cost management tools and data to the D&C team to deliver objectives in terms of meeting or exceeding cost targets.
Set project D&C cost control goals in pursuit of above-average industry performance for relevant benchmarks.
Ensure all D&C cost control activities are progressed in compliance with MP’s Stage Gate Process.
To raise D&C related PRs and monitor the POs issued via Oracle system and to advise if any additional PO is required. The PO has to be monitored so that actual expenditure for the contract is within the Approved Contract Value.
To verify and validate, all D&C related invoices.

       Partnerships & Relationship Management
Support the Project Controls Manager in delivering the D&C MP stage gate process deliverables.
Form solid relationships with all counterparts within MPM, contractor & vendor organisations, JV Partners, etc.  in order to ensure smooth and efficient functional approvals.
Participate as required in any MPM or JV Partner reviews of D&C costs, including processing of ABRs for endorsement.

       Budgets and Plans
Review contractor and vendor cost estimates, cost reports and detailed cost data  in conjunction with the Senior Cost Engineer
Audit ‘Actual’ versus ‘Planned’ costs in contractor/vendor progress ‘S’ curves
Provide input to  the BU, regional and corporate cost control processes on an ad hoc basis

       Leadership
Take the lead role in advising the Senior Cost Engineer on balancing the cost control  priorities and conflicts within the project
Ensure and demonstrate client leadership of contractors and vendors on cost control processes

       Continuous Improvement
Provide input to the continuous improvement of D&C and project cost control activities and practices.
Take into account and engender cost engineering and control to ‘international best practice’.

Job Requirements
       Knowledge

A degree in a relevant engineering discipline is a must
Knowledge in using WellView® or other similar drilling software is a must

Certification in PMP® is preferred


Experience

Minimum of 8 years of relevant drilling and/or project experience with a significant period in a similar role.

Broad based cost management and control skills and advanced expert level skills in the use of cost control databases and systems.  Ideally should also have spent time in cost related role within a D&C contractor and/or vendor organisation.

Job Description
Role Purpose

The post holder will own and direct the maturation process and the associated technical evaluations used for advancing known contingent resource volumes to reserves that emanate from exploration success or in field incremental development opportunities through the defining of new capital projects. This will cover leading all subsurface activities associated with (i) defining developments on the back of Exploration success, (ii) guiding the work activities required to advance existing incremental contingent resource in producing blocks (eg satellites), to (iii) ensuring that appropriate and expedient subsurface management processes and practices are employed in the exploitation of MP’s Malaysia portfolio when in production.

Health, Safety, & Environment
Direct the compliance of all relevant safety, quality and environmental management policies, procedures and controls across the Subsurface departments to guarantee employee safety, legislative compliance, delivery of high quality products/service and a responsible environmental attitude.
Demonstrate exemplary commitment to MP’s HSSE goals and culture.
Ensure the main HSSE and Asset Integrity risks to business delivery are identified and mitigating actions are in place with clear accountabilities. Review regularly.

 Project Policies, Systems, Processes  & Procedures
Oversee the implementation of subsurface functional policies, systems, processes, procedures and controls covering the Appraise to Operate areas of Development and Subsurface function so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service in a consistent manner.
Monitor the systems of contractors/consultants to ensure their systems match up to the company standards
Developments & Reservoir Management
Deliver the maturation of new Greenfield projects from handover from Exploration through to Opearte Phase. This includes the delivery of Field Development plans for new developments, dynamic reservoir modelling, well planning and history matching in operate phase.
Manage the reservoir developments (notably Pegaga and satellites) to ensure that Economic Ultimate Recovery is optimised.
Deliver execution of approved opportunities within the budgeted and agreed timelines. Redirect progress towards target in case of deviations.
Set project goals in pursuit of above-average industry performance for relevant cost, schedule and quality benchmarks.
Ensure all opportunities are progressed in compliance with MP’s Stage Gate Process.
Ensure that Developments meet PPGUA standards.
Partnerships & Relationship Management
Manage existing JV partnerships with the intent of protecting and ensuring MP’s business interests driving alignment as appropriate, notably around key stage gate decisions.
Ensure compliance inline with the requirements of the applicable JOA (eg SK320), particularly in realtion to subsurface and dvelopmetn matters.
Ensure timely partner & regulator meetings, conducting TCMs & MCM’s, OCMs in the spirit of partnership.
Budgets and Plans
Direct the preparation and consolidation of the subsurface function & departmental budgets based on operational requirements and with Exploration Group for new discoveries and Development of Greenfield Projects
Monitor financial performance versus the budget so that the business is aware of anticipated costs/revenues, areas of unsatisfactory performance are identified and potential performance improvement opportunities are capitalised upon
Raise the Approval of Expenditure (AFE’s) to enable commencement of projects, manage within sanctioned funds
Leadership
Lead the effective delivery of the subsurface objectives through the leadership of the subsurface function and department:
setting individual objectives,
managing performance,
recruiting qualified staff,
developing and motivating staff,
provision of formal and informal feedback and appraisal
Continuous Improvement
Provide input and recommend the continuous improvement of exploratory activities and operational practices taking into account ‘international best practice’, changes in international standards and changes in the business environment which demand proactive action plans.


Job Requirements
Knowledge

Degree in Subsurface e.g. Geosciences, Reservoir/Petroleum Engineering.

Experience

A minimum of 20+ years of Reservoir Engineering and Development experience.
