HSSE Engineer

General Overview
The successful candidate will play a key role in ensuring the effective implementation of SLNG’s HSE Safety Management System and programmes. He/She will help develop, administer and maintain the company’s Management System, support the HSSE Manager in monitoring and meeting HSSE workplans and KPIs, and also work closely with key internal stakeholders to resolve HSSE issues. In addition, he/she oversees the Security Operations at the Terminal, including the smooth day to day operations by outsourced Security personnel and, ensure up-time of all security systems through a strong maintenance regime.
Duties and Responsibilities
The incumbent shall be responsible for, but not limited to, the following scope of tasks and duties:
  1. SLNG HSE Management System – develop, administer and maintain the HSE Management System. As and when required, to undertake the role of Lead Auditor in HSE Management Audits.
  2. Workplace Safety & Health Committee – undertake the role of WSH Committee Secretary, and follow up on HSE improvement actions and plan.
  3. Legal/ Regulatory Compliance – monitor SLNG’s compliance to the requisite latest regulations and laws.
  4. HSSE Procedures – develop and review HSSE procedures and conduct training.
  5. Risk Assessment - Support RAs by undertaking reviews, permit screening, facilitate HAZOP studies using risk analysis techniques and tools.
  6. Incident Management – Lead incident root cause investigations, make recommendations and share learnings on a Company-wide basis
  7. Safety Inspections – Walk the ground regularly and highlight/initiate areas for improvement.
  8. Security
    • Implement the required security operational set-up and procedures that are in accordance with the authorities’ requirements for Key Infrastructure/ Critical Installations and ensure SLNG’s meets the requirements of ISPS code.
    • Manage outsourced team of security contractors ensuring that they adhere and execute the Security Protection Plan and related-SOPs for the Terminal
    • Oversee the Terminal security systems’ preventive maintenance  and ensure all systems  are functioning properly
    • Undertake regular audits/ reviews on security systems and manpower with internal and external parties
    • Investigate all security-related incidents
    • Conduct regular security exercises are done as required by the various national and international regulatory bodies to ensure that the Security Services Provider is operationally-ready.
Work Experience Requirements
  1. Minimum of 8 years’ experience as a Workplace Safety and Health Officer in oil & gas, chemical or pharmaceutical operational facilities.
  2. Previous engineering or operational background will be an added advantage.
  3. Hands-on practitioner who is familiar with HSSE requirements and international best practices for Process plants, Terminals, and/or Petrochemical plants.
  4. Some experience in managing security in oil & gas, chemical or pharmaceutical operational facilities but not essential.
  5. Candidate shall have practical experience in developing and delivering training material/ seminars across all levels of an organisation.
  6. Candidate shall be proficient with MS Office applications and be meticulous in processes and procedures.
  7. Business partnering with stakeholders to improve company’s overall safety culture in an optimal manner.
  8. Successful candidate shall also possess the following personal attributes:
  • High energy level and self-motivated.
  • A team player with strong interpersonal and communications skills with ability to interact with people at all levels of the organisation. Possess pleasant disposition and has a positive and outgoing personality.
  • Possess high customer orientation and is tactful and diplomatic. Able to challenge the status quo in a constructive manner.
  • Ability to write in a professional manner plans, procedure, and reports.
  • Ability to organize, lead activities at all levels.
  • Ability to work independently and under tight deadlines and multitask.
Education Requirements
  • Candidate shall have a Bachelor Degree in Engineering
  • Preferably a MOM registered Workplace Safety and Health Officer.
  • Preferably a Registered Fire Safety Manager.
